The Committee on State Building and Local Self-Governing recommends that the Parliament adopts as a Basis the Bill of the Law on Amendments to the Law "On the Capital of Ukraine - Hero City Kyiv"

The Bill (Reg.№4463) envisages the renewal of the principles of the current law aiming at the change of the system of the power organizing in capital city, re-allotment of the authorities between the bodies of the executive power and bodies of the local self-governing and their officials.

The Bill consists of the principle on the simultaneous existence of the two posts: Chairman of the Regional in Kyiv City Council (article 14-2) and Chairman of the Executive Co0mmittee of the Regional in Kyiv City Council (article 14-3).
